Under the Localism Act, in 2014 Hartley Wintney was designated a Neighbourhood Area which meant we could prepare a Neighbourhood Plan which we duly did with a Steering Group comprising a mix of Parish Councillors and local residents. It has to be said this was a very challenging journey for which the team received the Royal British Legion Cup as part of our annual Community Awards.
The purpose of the Neighbourhood Plan is to sit alongside the Hart Local Plan to guide development within the parish and provide direction to any one wishing to submit a planning application.
A public referendum on the Neighbourhood Plan was held on 7th November 2019 where nearly 25% of the electorate turned out of which 92% approved the Plan which was then formally ‘made’ by Hart District Council. The Plan essentially gives a very strong say in any proposed developments within the Parish until the next review of Hart’s District Plan.
